EU AND PUBLIC SECTOR CONSULTANCY

IBS frequently works for governments and public sector institutions. It is well accustomed to handling pre-qualification procedures for competitive tenders and to assisting leading international companies put together winning consortia.

It is particularly active in projects funded by the European Commission, with a department dedicated to tracking the EU's growing aid programme for Turkey. The launch of negotiations between the EU and Turkey for full membership in 2005 means that the aid budget is likely to increase rapidly. The Commission is planning to disburse €11.5 billion of aid to Turkey, Croatia, and FYROM. 60-70% of this is likely to be channelled to Turkey. Confirmed allocations for Turkey are:

Forecasts for 2011-13 are around €1 billion annually.

These funds are being disbursed under the Instrument for Pre-Accession Assistance (IPA), which replaces previous EU programmes. The IPA comprises five components:

  • Support for transition and institution-building
  • Cross-border cooperation between themselves, with the Member States or within the framework of cross-border or inter-regional actions.
  • Human resources development as preparation for cohesion policy and the European Social Fund;
  • Regional development in preparation for the implementation of the Community's cohesion policy, and in particular for the European Regional Development Fund and the Cohesion Fund;
  • Rural development in preparation for the common agricultural policy and related policies and for the European Agricultural Fund for Rural Development.

IBS is particularly experienced in the last two of these items, regional and rural development. Since 2003, it has been involved in 12 successful bids for projects funded by the European Commission. It also provides pre-selected consultants to give technical and administrative assistance to the EC Delegation in Ankara. In this context, IBS is one of the Accepted Consultants for providing experts under List 5 (Transport ), List 9 (Energy), List 10 (Industrial policy & SMEs), and List 13 (Regional policy). It has a particular expertise in regional development. It looks forward to sharing in the opportunities created by this fund flow. It believes that its track record here can be valuable to a European partner with its own experience in this area.

  • In the original Master Health Plan of Turkey, tendered by the State Planning Organisation, Ankara. IBS put together a consortium of Stevenson Kellog Ernst &Whinny of Canada, Hacettepe University, Ankara, and Florence Nightingale Hospital, Istanbul. The consortium won the technical evaluation stage of the tender, with 97 points out of 100 but came second in the financial section.
